They don't have a quarterback, so perhaps the Raiders are considering the long road while taking care of the present.

Pete might be a good guy to teach/develop, young players and instilling the right culture, probably while the team bottoms out with a #1 pick.

If the goal is an inadvertent tank Mayo is available on the cheap. Considering what Davis is still paying former coaches that might have been a better way to go. OFC they might have to fire him before the last game...
