I don't think so.

Honestly its probably the fact that there are pages of protocols and its probably impossible to follow all of them 100% of the time.

So if you look hard enough you are bound to find some violation.

Couple that with the NFL being annoyed about having to move games and its not hard to see why they would find some violation.
