Honestly isn't a bad idea to kick the tires.

If Whalen can't return punts, you're better off cutting him and letting Hester, an all time returner, do the job.

Yes. He's not quite the total stud he used to be, but I think he'd immediately be our best returner. And if he got hurt or whatever, go back and re-sign Whalen. Nobody else is gonna pick him up.
