If Whalen can't return punts, you're better off cutting him and letting Hester, an all time returner, do the job.
I wouldn't be so quick to cut Whalen the few times I saw him with the Colts he was catching passes over the middle. We need another body who can run occasional route at WR.
Sign the old beast. He can catch the ball at the very least. We have a clear problem at the position. Honestly, surprised they cut him, he made a poor judgement call on those close punts, but it wasn't like he was Cyrus Jones out there.

Hester has become an expert at letting punts get downed at the 1. You don't need to sign somebody new if that's the goal.
