Johnson fumbles the ball, recovers it, and is standing up within 2 seconds of the pile forming. That's not enough time for someone on the Redskins to recover the ball, be contacted by a Browns player (thus being ruled down), and then have the ball pulled away from him
Wasn't it last year against the Colts that they tried an onside kick, a Patriots player initially had the ball, but Indy ended up with it? The officials ruled that the Patriots player had the ball and was down, so it didn't matter that it was eventually pulled away from him. It's impossible for that sequence to have played out with Cleveland and Washington.
