Will travel with the team, and start on the first play.

Ridiculous.

Yet 0 media reaction, the exact opposite of the reaction to Braylon Edwards in the same situation.

As much as I hate Edwards, the media should TRY to be consistent.

Why the difference in media reaction?

Simple: The Jets are more followed than the Bucs, and Edwards is much more well known than Williams. Something about Edwards and the Jets is going to create much more of a reaction than the same thing about Williams and the Bucs.

The media reported it. If the public made a big deal about it then the media would keep talking about it. Collectively we the fans and public are as much, if not more of a reason for this discrepancy than the media is.

He was issued a DUI even though he blew .06. Not sure how that works.

He hasn't been convicted of anything, even if it were the league's business (which it isn't), and he's not a repeat offender in the league. When you add in that he passed a breathalyzer test, twice, the Bucs would be stupid not to let him play.
