it's not inconceivable that he doesn't want to play for vet. minimum. Many vets do, but many is not all. He may have reached a point where the practices and wear and tear just isn't worth it to him. Would you put yourself through playing for a minimal contract when it would increase your net worth by 2%? maybe, but maybe he wouldn't.
I know what you're saying... I'm just taking the perspective that if he had any skills left he'd be a fool not to play for the veteran minimum because that could very likely propel him back to a pretty sizeable contract.
If he's got zero skills then, yes I suppose a player might look at that as a paltry figure - though most NFL players seem to be happy to gain that supplemental income at the end of their career... there's not too many places in the private sector hiring at nearly $ 1 million a year right now.
He'd be quite the rarity if he were among the minority you note that, yes, walk away and leave money on the table for fear of injury etc...
So is it a question of "won't take" the veteran minimum, or that the vet minimum hasn't been offered?
I think it's the latter which makes it one of the most surprising and sudden drop off in talent that I've seen in awhile
