I would think run and take a delay of game. After we punt Baltimore will have to go 80+ yards in about 1:05 and no timeouts in a storm. Will take those odds everytime

This. If you assume we will pick up 3 yards with two downs, then it's better just to give us the first down and conserve clock for it and then try to stop us with timeouts.
That first down may be bad. 2 tried to gain short yardage. More likely to gain that than a fresh set out downs. Depending on the situation, declining may have been better.
