It does appear that the monkey is, in effect, tied to the dog. If so, this is quite a cruel and sadistic form of "entertainment."

Very cruel. First page of the thread someone suggests if you don't laugh or smile at this you're not human. I didn't watch the video but saw a gif and happiness was the last thing I thought about. I would expect this in other countries but not here and especially not in front if 70,000 people being passed off as entertainment.
That monkey does not look it was having fun at all.
I find it disturbing, not for the dog so much as for the monkey. Find me a monkey that would willingly do that in the wild and I'll change my mind.
In the wild, Capuchin monkeys spend most of their time evading large birds of prey, large snakes, and jaguars.
