Yeah but they declined the penalty... so that means the play stands as it played out. The Bucs got (and kept) the yardage they gained from the 2nd pass.

The rulebook says you can't make two forward passes. Once the pass crosses the LOS, it's considered a forward pass.

The play didn't stand out, it is automatically an incompletion regardless of whether the penalty was accepted or declined.
