A team puts the Franchise Tag on a player.
That player does not sign it immediately and may not sign it until
after Training Camp.

Question: In such a situation, does the amount of the Franchise tag count
against the cap in the new contract year during the period the player has not
signed the tender?

Yes. The franchise tag counts against the cap UNTIL it is either withdrawn by the team or the player signs a new deal or the player is traded.
