Because Rodgers is not the issue. Brady is the issue. Brady wins too much. That is the reason he is the issue. Rodgers does not win too much. He wins just enough not to be an issue. Brady's success is the issue.
So all the other owners do not have enough tissue so Brady needs to be an issue!
I believe the idiots in the league office targeted Brady in their witch hunt because they consider him complicit since it was his name on the injury list 100 weeks in a row, Bill's subtle way of expressing his consternation with the league's stupidity. You'd think what Pollard did minutes into the very first game that Tom wasn't on the list would be enough for the NFL. Guess not.

Brady had revealed that for years, when he used to train his body for just strength, he constantly got pain in his arm. During that period, team personnel would often work on Brady to alleviate his discomfort. In other words, his presence on the injury report was in compliance with NFL regulations. Brady was removed from the report soon after he started training his body differently which apparently alleviated the pain
