I was wondering the same thing so I'm glad you posted this.
 
From wikipedia:

Owners voted 25–7 in 2006 to expand the rule to include tackles by the back of the jersey in addition to tackles by the shoulder pads.

I thought one of the tackles on Edelman (after his big catch and run) looked like a horse collar by the back of his jersey. He yelled at the tackler after the play.
 
So a lot of us (including me) were whining about Typhoid Taylor not being brought down by a horse collar was actually a horse collar.

The most dangerous part of horsecollar tackles is bringing a runner down ontop of their legs as they buckle.
