The lowest tender is "original-round" tender. It's right of first refusal only IF the player was an UDFA.

Draft picks are to get players. That's it. It doesn't matter if the player is actually drafted or if a pick is traded.

What's the point in holding on to a 3rd-round pick to draft a kid that you hope makes the squad, when you can flip that pick to get an established NFL talent?
