Has this rule been changed in last 12 months. If not, the emergency QB cannot be elevated from the Practice Squad. He must be on the 53-man roster. The point of the rule is to allow for an additional play to be active, albeit in a limited role. The point is not to essentially add a roster spot.

That was a 2024 article. 2024 played under the same rules as 2023, and there are no further changes for 2025.

the point is to make sure the teams have to pay players, not stash them on the practice squad...

Yours is a reasonable position. The current rule does make a team pay for a 3rd QB if they want one to be active. And, personally, I think that this would be a good use of a roster spot. Of course, it would be better if the 3rd QB also could be an emergency backup at another position.

However, if that were the situation, I would think that the union would negotiate for 54th player, as long as that player were a QB, or perhaps simply bargain for another roster position or two.

The answer is to increase the roster to 54. with the 54th spot specifically reserved for the emergency QB.
 
Requiring the emergency QB to be on the 53 also allows both standard elevations for each game to be used to elevate players at positions that have a higher rate of injury than the QB position which was the intention of the standard elevations from the practice squad in the first place

They said "not on the PS" when they first introduced the rule, and that hasn't changed.

Beside which, the standard elevations are limited so you couldn't keep a QB3 like that on the PS for long.
