There's no concerns with this. If a player can't practice from the start, you place him on the active PUP so he's eligible to be on it during the season. Once he's practiced for even a day, the PUP is no longer an option.
As midwestpatsfan said, he can start practicing at any time. This is just the smart, safe thing to do. If for whatever reason Ellis had a setback before beginning to practice, the team is covered.
That's five DL on PUP, right?
Ellis, Brace, Deaderick, Brace, Pryor.

Anyone catch the specifics on this? Ellis has been pretty darned healthy his whole career....will try to catch it again and see what's happening!...
In a sign that both Albert Haynesworth and Shaun Ellis are likely to miss the preseason opener Thursday night at Gillette Stadium, Patriots coach Bill Belichick said it’s likely that if a player hasn’t participated in practice, they won’t be game-ready for the Jaguars.
. . .
Ellis, meanwhile, has overcome hip injuries and spent his first day of practice on Monday watching from the sidelines in shorts and a t-shirt.
Offseason hip surgery, this is just a formality, he'll be off within a few days.
