If they wanted him, the Patriots would've simply had him on the roster.

Chances are, he felt that Foster and Carr weren't ready to provide NFL-quality roster depth. Even with summer trade offers for Lewis and a chance to promote a developmental WRs to fill in for Edelman, Bill decided to hold onto Dion and trade a 3rd-string QB to obtain Dorsett instead.
I doubt he's as disappointed as we are.
