We have a very competitive group this year and I don't know if a 3rd QB is something they can afford

Unless The Hammer hits on Bill's or Bob's girlfriends he stays. Hoyer's departure via FA next season would leave the Pats with no developmental QB. Seriously, the only way Mallett gets cut/traded (Ha!) is if he shows nada in camp this summer. Nada.
