I think Kelly could benefit from some time here but not as an OC. He needs to see how a successful NYFL team is coached.
That Niners team is pure trash.

I think he's a good college coach, I don't believe his system can work in the pro's. I think Pro coaches have to be adaptable and Kelly's system and approach lack that adaptability. I also think his system relies upon having a big advantage in athleticism and you don't get that advantage in the pro's, everyone gets basically the same caliber of athletes and it becomes a matter of what you can get out of those pieces instead of just being bigger, faster, and better.
I'm not sure the evidence is there to support the opinion that his offensive system doesn't work at the pro level. The Iggles averaged 28, 30 and 24 ppg w/ Foles, Sanchez and Sam Bradford.

Chip's problem is knowing how pro personnel fit into his system, lack of complimentary football, stubbornness and defensive focus.
Love Chip but he does have flaws.
Its kinda like Nick Saban. Very good coach but because of his personality, the college game might be better for him.

Josh (and every serious potential HC) should avoid this situation obviously. You're clearly not going to have any time to implement your program. Get it right in year one or get out.
Any offense works with the right players. His just sucks though.With the right players, his offense works at the pro level.
He needs a QB to run it and to think more about complimentary football and the defensive side of the game.
Plus his personnel decisions are brutal.

A first and Aaron Lynch or a 1st and second should be the going rate.
Carlos Hyde could be involved in that trade as well.

I think the 49ers franchise carries with it a pretty high prestige factor. It's probably the Packers, Cowboys, Steelers type level, but is above most all others. It's that Bill Walsh effect - 5 franchise superbowls - more than all others except the Steelers (tied w/ the Cowboys).
Add in the new stadium + the entire Bay Area market as their local market w/ the Raiders most likely leaving town as other factors boosting desirability.
I don't think it works in the pros because it isn't a complimentary system, it hangs the defense out to dry. It may put up points but there's obviously much more to it than that.
