What do you mean by 'scam'? -
Did money from this event go to a charity of his choice? - YES
Did Chad get money to do this event? - NO
If any Patriot player did something for charity would you not be proud of him? - YES

So whats the big deal?

There are far more worse type of guys in the NFL (Vick,Pacman,Henry ect) - Those are the types of guys you should look down on.the guys that care about no one but themselves and thier thug-type way of life or finding ways to make money by using dogs to kill each other.
The scam is that Johnson 'beat' the horse. Nobody can beat a horse from an even start. An uneven start makes it a scam as it was hyped. Maybe you can answer this, which I haven't heard - did the charity get the same amount of money whether Johnson won or not ? If so, it was simply aggrandizing to set up the scam so that Johnson 'won'. If the charity got more money when Johnson 'won', then it was certainly a worth while event - but it was still a scam.

p.s. That was a BIG head start.
