Because the schedule rotation is determined years and years ahead of time, and the Steelers and Cardinals don't have to play themselves. It's the same reason why the Packers, Bears, and Vikings have the three "easiest" SOS's, they have 0-16 factored in twice.

Yawn, this has been beaten to death but for the 10 millionth time the Steelers face the AFC West and NFC North with a dearth of weak teams....especially one 0-16 team.....
Why do Minn, Chi and GB have three of the easiest SOS? They factor in Det twice....
Arizona is in the NFC west with plenty of weak teams and all that factors in to the weakness or strength of a team's schedule.

A significant amount of the SOS is the division. Steelers have CLE/CIN and Cards have STL/SF. If those teams improve (they have easier schedules too), then the SOS changes quite a bit.
 
SOS tends to cluster by division. Two of the easiest schedules? Pitt and Baltimore. Two of the hardest schedules, Miami and NE. It is just a biproduct of the rotation.
