Actually this is only one of the things Goodell talks about in this story:

Personally I liked the idea they discussed on "Mike & Mike" the other day - since the economy is so terrible this year, maybe the league could buy up the tickets and then give them to charities. If you're losing that many ticket sales to the economy, blacking out the home games (and in Jacksonville, it's starting to look like every home game could be blacked out this year) is only going to alienate your fanbase further.
The question of course is do you do that for every team/city that can't sell out a game the whole season? Some teams aren't going to sell out no matter how good the economy is.
