I suspect that there will not be a player at 23 worth the pick. After all, the blue chippers will likely be all gone. Then we would be left with a decision to either trade down for a 2nd and another pick (possibly in 2021) or simply trade for a 2021 first.
Another possibility is that one of the top 4 Qb's will be available, and that Belichick will take him, or trade up for him.

Trade 23 for a 2nd round pick in 2020 and a 2nd round pick in 2021. To me, this is the "base" case.
