People don't understand this. He's despised Woody since the day he bought the Jets, Woody knows him buying the Jets was used as one of Bill's reasons for staying away, Bill has taken pot shots at the Jets during Woody's entire ownership, Woody and his wife have been reportedly petty as hell whenever Bill gets in hot water and openly celebrate it.

There's no chance Bill trusts Woody and vice versa.
