According to who?

I think they are going with four TEs because the Two TE offense is going to be central to their offense. Williams also provides position flexibility as a back up TE, OT, and in Jumbo packages. Much as I like Develin he doesn't provide anywhere near the flexibility Williams does. Right now I have Williams over Develin.

Flexibility is a great thing. Doing a job is also a great thing. If Williams is good enough to be our #3 TE, then he'll make the team. If he is good enough to be our #4 OT, then he'll make the team.

IMHO, he won't make the team if there is a better #4 OT and a better #3 TE.

That could well be, we will see? So much of the end of the roster is constructed by special team needs that it is always difficult to project who will actually make it and who won't
