It actually seems to be pretty simple. And its directly from the mouths of players and agents, when every year people (mediots&fans) are surprised why top players take deals with bad teams..
Of the top 10 contracts in this FA, only 2 went to the playoffs teams and it was hardly for the ring...

Where this team needs to be COMPETITIVE is offering the best deal to the players they want.
The #1 need was (over the last many years now) solid, above average, consistent, preferably tone-setting LT.
They had every (and rare) opportunity last year in FA and this year in both FA (incl trade) & especially Draft (rarely deep LT class).
Now its back to LT neverending tryout season...
This organization is just not into LTs : )
They said similar about Strange. Maybe now they can finally try him at LT. Why not. LT is a tryout position for years now in NE..
Dont let the fact of rarely deep quality LT class disturb the process..
You cant have an answer at QB by QB itself. Mahomes - as an outlier - came into perfect situation (big trade up from a solid team) and has had from the start very solid OLs giving him every opportunity to build full confidence . And even now has the line of high investment. The season both...

Theres a direct link between OL spenders and January teams .. but yeah, why pay for OL if it worked so great with scraps lately..
In almost 30 years that he acted as de facto GM (incl CLE) Bill never had an opportunity to pick in the top 5.
He never gave himself that opportunity with his continuous, relentless success.
He loved those players, worked them out, craved to coach them, sometimes signed them much further down...
In a series of bad decisions by everyone @ Patriots over the last 3 years this is the worst and most cynical.

Agreed. Worse rosters not to mention organizations turned it around quickly before on less capital.
Pats had every opportunity to make a solid team this year but bad OL/O decisions predictably took much of the toll.
Id argue part of the injury situation comes also from bad roster management...
