It's not incompetence, do not let the refs or league off the hook. They officiated for a specific outcome and got what they wanted. Again- the ref is staring directly at it. He secured a nice payday with this non-call.

That game was 100% rigged. It was obvious before that hold, but it's not even debatable after. The ref was looking directly at it and decided not to throw the flag.
