Because they like him enough to keep him on the 46 most of the time and resigning now with minimal signing bonus (if any) means the only potential cost of keeping him through training camp is opportunity cost of a 90 man roster spot. As long as the coaches like him, it is an almost risk free move.Why did they resign fleming. He can't move, most unathletic tackle i've seen.

The disadvantage is that if the Patriots match they have the best CB-duo in the league for the next 5 years. And you are basically tempting BB to match. If you offer 5/45, the Patriots essentially lost ~5m in capspace this year, when they have an abundance, and gain ~4m for each of the next 4 years, assuming they were going to resign Butler at 13m/yr. Given the expanding cap you might even have to pay 14-15m; so you save 5-6m/yr.
