He is a perfectly serviceable 4th or 5th WR. Fine at his job but not a guy you want to be starting for you. Good to use in small doses or gadget plays, or if a guy or two are hurt. We saw what the lack of a go to guy can do to your offense in the postseason against elite defenses.
Having that #1 guy is worth it and doesn't hamper the rest of the roster. Paying 2 guys like #1 WR's makes no sense.
While I agree upgrades are need at WR/TE, the OL is a dire need right now that needs to be addressed first. Pats need at minimum veteran OL at LG and RT, but preferably upgrades at LG, C and RT.
