We will start on Tuesday, March 11th so that we are at least past the 1st day of tampering/Free Agency.

I don't know why this is such a surprise given how they are trying to keep Tee and Chase to keep Burrow happy. I'm sure they were already shopping him and are just now getting desperate. I'd call their bluff and they let him walk.
