I would rank all openings (confirmed and potential) like this:
Tier 1:
Bears (Positives: Roster Talent, Potential Franchise QB, Cap Space. Negatives: Tough Division)
Patriots (Positives: Potential Franchise QB, Ownership Reputation, Cap Space. Negatives: Roster Talent)
Tier 2:
Jaguars (No Strong Positives or Negatives)
Raiders* (Positives: Tom Brady Effect. Negatives: No QB)
Tier 3:
Cowboys* (Negatives: Ownership Reputation, Cap Space)
Jets (Negatives: Ownership Reputation)
Saints (Negatives: Cap Space)

I may want the Pats over the Bears because the Bears do have talent, but is it talent that fits the system? Are old enough that they won't be past their prime or demanding high contracts by the time they are good? There is an advantage of having a clean slate as long as Kraft is willing to spend.
