The clarification is incorrect. The emergency #3 QB (who cannot play unless both others are injured) must be on the 53 -man roster and cannot be an elevation from the Practice Squad. Even if that could be done, a player can only be elevated twice.Thanks for the clarification. Either way. It wouldn't matter if he was a starter, a reliever, or riding the pine as QB2, they'd say the same thing. A QB2 is an important cog on a SB winning team. Anyway, it's a hypothetical, but as a member of the Chiefs it's possible if Wentz gets hurt. But no matter what happens, if KC wins the SB I'm calling him "SBC Bailey Zappe."fify

If I'm reading the PS rules correctly, that elevation can happen on gameday without taking a spot of the 53, if necessary, if the first two active QBs are unable to play.Personally, I could see teams having him as their #3 so that they can have an emergency QB if there both QBs are injured. I would note that to be an emergency QB a player must first be on the 53-man roster.
