Per 'Spotrac" (because "Over the cap" hadn't been updated), AJ Thomas's salary is $225,000 rather than $302,500 as are the 4 known PS veterans, so, based on that, it doesn't appear Thomas falls in the veteran category. That leaves 2 openings on the PS (3 if the international player is exempted) and up to 2 veteran spots to be filled.

You’re right, Thomas and Harris are called “Exempt” players rather than “Veteran” players because they each have less than 2 seasons that qualified as “accrued” (even though both have played 2 seasons). That leaves Hill, Jordan, Wilcox and Reagor as the only Veteran players on the PS right now. That means the two remaining spots on the squad are not restricted in any way (they can be filled by veteran, exempt or rookie players).
