If he holds BB to his contract BB is the HC of the Patriots. End of story.

Pete Carroll has nothing to do with this. Carroll did not have to accept a different job. If he doesn’t and wants to keep coaching he is free to do so. Seattle would get no comp. from the team he goes to. Carroll decided to essentially retire.

Correct. Payton was contractually obligated to the saints and quit. Denver had to pay comp for the saints to release him from his contract.
Josh McDaniel was fired. He can go coach anywhere he chooses and the raiders get nothing because they terminated his HC contract
 
Bill is going to want to go somewhere where he can win a Superbowl quickly, and he will gladly give up GM duties for the chance to coach another Superbowl.

The obvious best match for him is Dallas.

In the NFL you cannot take away a HCs HC duties and prevent him from going to another team as HC or get compensation in return.

If you could then Matt Patricia could have been made the lions jock strap washer and be barred from getting a coaching job

If what you created here in your mind were accurate no HC would ever be fired with years left in their contract. They would just be reassigned to lunch server, ballboy or stand over there and do nothing guy, so they would quit and not have to be paid and have comp required from the team they go to.
