I understand that. The point still stands. Either way, they’re making this seem like this is just some due diligence they do every season, and that’s probably true. But if the NFL wants the best all around experience their most valuable fans, the people with the disposable income necessary to attend a Super Bowl, I’d argue that Los Angeles is not it.

If California doesn't allow a full stadium, it will be moved.

Having said that, CA politicians have all spent the past day scrambling to announce as often as they can that things will proceed as planned, so I do not expect any move.
