The Majors (Enterprise, Hertz, Avis, etc.) and lesser brands (Budget, Fox, etc.) all run license checks. If the accidents are recent the State of issuance probably hasn't taken steps (if his fault) to indicate on his license. They may not know unless he rents from the same company OR he has a pal working at the counter at a location.
