Keep in mind that the deals announced now won't be official yet, and may not end up getting signed. This happened with Anthony Barr two years ago - agreed to play for the Jets and then backed out.

The Okwara deal shows that signing premier pass rushers isn't as terrible value as you might think. A guy like Shaq for say 19 mill vs Okwara for 13 mill - I think there's a clear upgrade with Barrett who is quite a bit more dominant on the edge. If you don't go for the premier guys, it's much better to just draft players there rather than go for 2nd-tier FAs at that position.

The 18 mill he just got (as a maximum salary) is not an overpay at all for a premier pass rusher in the NFL who can singlehandedly disrupt games (ala. playoffs).Free
