1) He was a moron for not taking the TO right away. Indy clearly fooled the hell out of him, which leads me to...

2) He was doubly a moron for not taking the TO once it became obvious what Indy was doing. Even after his initial mess up he should have bit the bullet and taken the TO with 25 seconds left on the play clock.
