Tanking or taking a RB that high is just a dumb move. They really don't matter.
Tanking is very hard in the NFL where guys are fighting for checks. That said I'd absolutely "tank" for a shot at Lawrence, Mahomes, Watson etc. You're going nowhere without a QB and the special ones don't come around that often.
