Here's the relevant rule:
“An individual who is the primary football executive for the club and who has:
(i) The primary authority over all personnel decisions related to the signing of free agents, the selection of players in the College Draft, trades and related decisions; and
(ii) The primary responsibility for coordinating other football activities with the head coach.
Final authority regarding the composition of the 53-player roster is not a requirement.
Except as may be otherwise provided in such contract, a club is not obligated to grant another club permission to discuss employment with a high level employee if he or she is under contract even in the inquiring club is prepared to offer the employee a position of greater responsibility within the category of high-level club employee. “
I focused on bullet iiBut Caserio isn't the primary authority. It's Belichick, right?
That could be argued. But Caserio isn't the primary authority. It's Belichick, right?

But it uses the word "and" which means it has to use both bullet points. So the whole thing doesn't qualify for Caserio's case or is it just another case of the league buttfumbling and they mean "or"?I focused on bullet ii

Goodell is the commissioner now. You saw what he did when Woody Johnson clearly tampered. 100k fine. And then the Chiefs tamper with Maclin and lose draft picks. The Fuhrer won't do anything.
I’d bet 4, but am open to any of these being close to the truth. My thinking on this matter is that for the Patriots to file tampering charges they must have been told by someone (Caserio) that Houston had approached him. With that in mind
1..If Caserio wants out of NE and really wants the Houston job why would he have told the Pats that the Texans talked with him prematurely. He knows this would cause a firestorm
2..if Caserio wants nothing to do with Houston and he has told that to the Patriots, he would probably not want the Patriots to make a big deal of the approach of him knowing it would make him look bad in any other future teams interest in him The Patriots knowing they are not going to lose him would most likely back off and protect his wish.
3....if Caserio wants to stay but wants to use the strong interest as a way to better his current contract. Supposedly his contract ends next year) this would strengthen his chance at a new contract.
4.....the patriots were approached by Caserio being upfront with his and the Texans interest. He would have to know that this would create a firestorm but maybe he has a conscious. The Patriots knowing that they are going to lose Caserio and know that the bylaws were violated want some compensation for their loss
I expect Goodell and the Jets I mean yeah Goodell is the Jets.
"I'm your older brother, Mike! What about me, huh?!"There is no way Caserio leaves under these circumstances, he’s not Fredo.
