Bortles w/out a doubt.

Os is a back up at best. He was over drafted and should still be sitting.

Bortles is very serviceable under the right conditions but obviously isn't ideal either.

Jacksonville and Chicago are the 2 places I think you get both Josh and Jimmy. Jacksonville is a rocket ship waiting to be lit.
