The punishment should obviously be loss of a first and 4th rounder, $1 million fine. Maybe just throw in a 4 game suspension for the punter. Is there any reason why this shouldn't be the case?

Those are all K balls, the ones used soley for kicking, they are not prepared by the teams, and kept by the refs. So no way you could blame any team for their condition. Plus anyone who has ever kicked a football knows, you want them inflated as much as possible.
