I can see the thinking on Perriman -- the biggest, fastest possible target for jump-ball Joe. It's a match made in heaven. If only he were good at actually catching the ball.

Catching the ball is not a required skillset in the Ravens deep passing attack.

Right but it can legally be bought in the state of Colorado, and the federal government has no real say in intrastate commerce...doesn't seem like a legitimate reason to have it on the banned substances list.
