Longer suspensions
All unpaid
1st offense=80 games (up from 50)
2nd offense=162 games(183 days pay) (up from 100)
3rd offense=permanent suspension from Baseball

And any players suspended under this will no longer be eligible to play in postseason(even if suspension over) nor receive any post season bonus money

Every Player whose suspension for a performance-enhancing substance is upheld will be subject to six additional unannounced urine collections, and three additional unannounced blood collections, during every subsequent year of his entire career.

If it were 1st offense permanent suspension (no pay) is the only way I can see it deterring people from juicing. It's not fair to the players who are forced to juice to compete because the penalties are so laissez-faire.
