He turned down $3M from the Cards to play last season and did some acting instead. It appears that football isn't important enough to him for Belichick to take a chance.

Was surprised to see he is only 31. I have to assume something is keeping teams away. I don't think it is the gay rumors either, could be a dedication concern.

Quick trip to his wikipedia page has a quote from Rex Ryan about Rhodes' time with the Jets:
"On March 6, 2010, Rhodes was traded from the New York Jets to the Arizona Cardinals for a 2010 4th round draft pick and a 2011 7th round pick.[8] Later, his Jets coach Rex Ryan criticized Rhodes in his memoir, saying, "He wouldn’t work, and he was a Hollywood type, flashy and needing attention"
Definitely work ethic issues. Don't know if that can be fixed at this stage in his career a la Vernon Davis. If he wants to come here, he better change his attitude.
He said in the Deadspin Q % A that he's only focused on winning. Could be the right thing to say, could be the truth. If they can get him for dirt cheap, I see no reason to not consider it. He was a good safety, and Belichick used to talk him up every time they played against him.
If he's willing to play for a lot less money than he turned down last season, then I'd definitely like to see the Pats take a shot with him. He's a good safety, or at least was last time he played.
