people who don't smoke or even get much 2nd hand smoke can still develop lung cancer....sometimes the odds don't work in your favor.

I was hoping for some sort of empirical paper here but instead its a foxsports article that basically just asks the same thing that's in your title. Does it? Who knows, and probably not. But hey it works for the Ravens, maybe... or maybe not. Who knows. "It can't be reliably scientifically quantified" (but it could have been if it was a properly designed trial, and since it wasn't it leads me to believe that it has absolutely no effect at all on intensity of concussion or post-concussion syndrome).
 
But the Ravens won the Super Bowl! Clearly they know something no one else does!! Thanks sports media, now write an article about how Baltimore's psychic counselors and chiropractic specialists have helped them stave off injuries.
 
Actually, this is supported by research, the article just doesn't cite it. Neck strength is one of the few things that has been shown to decrease incidences of concussions. If you have a kid playing a contact sport with high concussion rates, football, hockey, soccer, have him/her make neck strength a part of the training program. Won't eliminate concussions, but helps reduce frequency and severity.

How does having stronger neck muscles reduce the incidence of the brain rattling around in the head?

If they want to reduce concussions they'd teach more body skills, in boxing they call it "rolling with the punches", it's when someone yeilds to oncoming force rather than absorbing it, THAT will prevent/reduce concussions.

Better shock absorber.

Instead of the head bouncing back and forth eight times from one hit it is only once or twice. Supposedly - Hell! I'm not a doctor, Jim, I'm a bad actor.:D

Unless they're getting the muscles transplanted to the inside of their heads they're not absorbing the shock of the brain impacting the inside of the skull.

Yep, I was trying to imagine how a stronger neck overrides basic physics. High speed collisions result in the brain doing what objects in motion tend to do, stay in motion, then bounce against the bumpy, ridged interior of the skull resulting in concussions.
