I think this is just a rehashing of what Suggs said previously, but just in case he was talking once again I'll go ahead and post it.

"The league has their favorites," Suggs said. “One being in Indy and one being with that other team up north. Besides those two, everybody is fair game. Some quarterbacks are getting the calls right away. Some quarterbacks they don’t care.
The final paragraph in Phil Perry's column pretty much sums it up:
One would think Suggs would be more focused on the Steelers, and that the game is on Suggs' list of things more important than Brady's hair. But Wednesday's comments suggest he's just another Brady-hater obsessed with the quarterback's locks.
As Deus and Uncle Rico pointed out, letting Suggs speak is like giving him enough rope to hang himself with; when he opens his mouth he proves his ignorance regarding the so-called Brady rule.
But what I would like to know is this: when Suggs said that, why didn't the person(s) in the media he was speaking with point out that he was incorrect, and the rule was actually put in place after Palmer (and other's) injury a couple years prior to that? Were they trying to be buddy-buddy with Suggs? Are they afraid of Suggs? Did they just want him to keep speaking so they would have more sound bites, more headlines for their columns?
Or is the media just as ignorant about the rules and recent history of the NFL?
This isn't to give Suggs a pass, but the rule is indeed known as the "Brady rule" and not the "Palmer rule". The reason for that is that very same media; that's the phrase they coined. Result is many - actually most - NFL fans are under the misconception that the league did indeed put the rule in place after Brady's injury, not Palmer's and Griese's. My guess is that some players such as Suggs honestly believe that to be true also.
In a way it is similar to the phrase 'spygate' which the media coined after the infamous event in 2007. The term 'spy' implies that the filming was done secretly; that was never the case as the cameraman was out in the wide open for anybody to see. As a result to this day you still see references about "secret hidden cameras" by fans and even media members that incorrectly assume what actually did take place.
Again, I'm not giving Suggs a pass here, but the way the media reports things does have a profound effect on the way many people view things - apparently Suggs being one of them. Regardless, why Suggs is talking about this and not focusing on the Steelers is very strange. He is clearly obsessed with Brady and the Patriots.
