I don't ever want to see Slater returning kicks again, though I do agree with your take on BJ Tate, who somewhat surprisingly is still having a good year as Cinci's KOR/PR...

...OTOH, maybe it's just that the Special Teams Coach here really sucks?

Sucks is a little harsh. Maybe not so good. Why are we worrying about who is running back the kicks here? Hester,Hall,Sanders couldn't run back kicks for this special teams unit. The blocking has been horrendous. The running lanes are closed before our guy can even catch the ball and decipher whats going on around him. The wedges are gone folks, this team has got to get better at blocking and a little more creative on how to free up some lanes.
