I agree. I think the only way the Patriots get Hurts is if they trade back, or if they take him at 23. I think the former is quite possible, and don't think the latter is impossible but it would be very surprising.
I just see Hurts as a « hope » or a « Hill project ». So taking him before the late second round would not be what I’d prefer. But - of course - if #23 becomes an early and a late 2nd, that second pick would make sense if BB feels confident.

I would prefer not to take him in the top-50 as well but I think he's a guy who can come in and contribute on day one, particularly in an area the Patriots struggled with last year (red zone offense) and offers hope that he'll become something more. I could see them valuing that a lot. I could also see them having no interest at all.

If Hurtz is on Belichick's board, it would hard not to jump at the chance in the last half of the second. My guess is that he won't last into the 3rd. There are several team wanting QB's and only 4 other than Hurtz for the first 2 rounds. It would seem all of the 5 teams below badly want a QB, and there could be other interested. Besides, Belichick has never had a problem with reaching a bit with a 2nd round pick.

Yes, I realize this means we probably won't get any of them.

If we waste an early pick on Herbert or Eason I'm going to be very upset. Obvious busts.
