Jamie Collins forces a wooftus from Blake Bortles that was ruled a fumble. Should be a wooftus on replay. Not empty-hand rule, IMO.

Empty hand rule means ball is out of hand prior to hand beginning to come forward. This was moving but not out.

Hard to reverse it. I think it should have been an incomplete pass but once the call is made it is hard to reverse.
